St. Julien Road Reconstruction - April 23 Update

This newsletter is for people who live along the St. Julien Road construction project and others in Banff who have registered to learn about the project because of the extensive impact on drivers, hikers, commuters and visitors.

Sign up to learn about emergencies

If you live in Banff, you are strongly encouraged to sign up for Emergency Alerts. You can register for a notification by email, SMS text, voicemail or a mobile app, to receive information about emergencies such as wildfire, flooding, severe storms, train derailment, or other emergencies that may require you to take action for safety.

Your registration also signs you up for notifications about road closures, parking bans on your street, events, or other localized issues, based on your proximity to the affected area. Marking your home and place of work ensures you get the notification that matters to you.

Parking Lot closes at Tunnel Mountain Trailhead

The Tunnel Mountain Trailhead parking lot will be closed starting Monday, April 25, for the duration of the St. Julien Road Reconstruction project. Although this is a Banff Centre property leasehold, the institution has provided the parking lot for the construction laydown area through 2022. The lot will be used for storage of equipment, materials, and work crew resources and office.

Pedestrian access to the Tunnel Mountain Trail will be available this week, but will be detoured as construction affects the sidewalk.

St. Julien Road closed to vehicles, homes affected

St. Julien Road is closing to public access by vehicles starting Monday, April 25, and continuing for the duration of the project - until fall.

Only residents who live in the construction zone will have vehicle access, and only during periods when access is safe. Throughout this project, homes along St. Julien Road will periodically lose vehicle access to their property.

All homes on St. Julien Road will be affected this week with no driveway access for 2 or 3 days this week as the road is excavated. Some homes on Grizzly, Wolf and Wolverine streets are also affected.

Please note: Everyone must obey signage and work crew flaggers because this is now a construction site with many safety hazards.

Banff Centre access by vehicle is only available via Buffalo Street and Tunnel Mountain Drive.

April 7 Info and Q&A Session

The information and Q&A session held online for residents on April 7 is available on the project webpage. You can review the video of the presentation or download a PDF of the presentation. The session was led by the project manager who provided:

overview of the project, replacement of utilities, road and enhancements
information about closures such as the Tunnel Mountain Trailhead parking lot and vehicle access to St. Julien Road
what residents who live on the street can expect
impact on pedestrians going to Banff Centre or trail
the sequence of construction
how scheduling information will be provided to residents
answers to any questions

An on-street information session will be planned for May.

Free firewood! If there are any logs still available in the trailhead parking area, residents are welcome to remove for firewood. Later this week, all remaining wood will be taken for the biomass district heating unit.

Project Overview

The development will follow the concept design approved by Banff Town Council in 2021, which followed a comprehensive public engagement program with local Banff residents. This reconstruction project will:

replace and realign the aging water and sanitary sewer pipes under the road
replace all utility connections to properties along the road
create a separated trail the full length of the road from Wolf St. to the Banff Centre intersection - the trail will be shared by pedestrians, hikers and cyclists heading uphill
improve the storm drainage for the road
resurface the length of the street
enhance safety at St. Julien's connections to Wolverine Street and Grizzly Street
convert Wolverine Street into a one-way street off St. Julien
add stairs and better alignment for a straight pedestrian trail connecting Caribou Street and the St. Julien Trail
add more street lighting
regrade the access to St. Julien at the bottom of the hill at Wolf Street
improve the entrance intersection at Banff Centre
The work will create a safer street for residents and visitors, and a longer lifecycle of the entire infrastructure below and above ground. It will become a more enjoyable route to the Tunnel Mountain trailhead and the street will drain better and snow clearing will be improved.
