Council Compensation Review Committee

The Council Remuneration Review Committee is responsible for reviewing and providing recommendations to Council with respect to the Town of Banff Council Remuneration Policy for the next term of office. This includes: establishing a set of guiding principles; making recommendations on the salary and per diems paid to Council; benefits offered; allowances and expenses; full time equivalency; periodic adjustments to established renumerations; and future review standards for renumeration.
2.1 As per the Council Remuneration Review Committee Terms of Reference, the Committee consists of three (3) public members.
2.2 Residents of Banff.
2.3 Citizens 18 years of age or older.
3.1 Non-resident of Banff.
3.2 Citizens less than 18 years of age.
3.3 Citizens active on other Town of Banff boards and committees.
3.4 Members of Council. 3.5 Town of Banff employees.
4.0 DESIRED COMPETENCIES
4.1 Public members should have experience in one or more of the following areas: a. Human Resources b. Compensation c. Business or Industry
4.2 Experience with policy development and review.
4.3 Capable of providing a wide perspective on issues, ability to think about issues strategically.
4.4 Ability to work collaboratively with other committee members and with administration.
4.5 Communication/interpersonal skills to facilitate discussion.
4.6 A commitment to making Banff the best it can be for its citizens.
4.7 Previous board experience.
4.8 Integrity and high ethical standards.
4.9 Strong decision making skills.
5.0 TIME COMMITMENT
5.1 Committee meetings will be scheduled by the committee at its first meeting. Meetings will be approximately one – two hours in length, based on the work requirements of the committee.
5.2 Work meetings may be called by the Chairperson of the Board.
5.3 Preparation time for meetings.
5.4 Representation at Council meetings as required.
6.1 Public members will serve a term of approximately six months. 7.0
7.1 Orientation by Human Resources and Legislative Services staff.
7.2 Ongoing Human Resources and Legislative Services staff support/liaison.
8.0 GENERAL DUTIES
8.1 Understand and demonstrate a commitment to the board’s mandate and programs.
8.2 Prepare for meetings by reading agendas, minutes reports and other documentation required to actively participate in them.
8.3 Attend meetings regularly.
8.4 Contribute skills and knowledge by participating actively in meetings and committee work.
8.5 Make inquiries when clarification or more information is needed.
8.6 Avoid any potential conflicts of interests.
8.7 Understand and maintain confidentiality.
8.8 Ensure the board is complying with all statutory and legislative requirements.
9.1 Service on the Town of Banff Council Remuneration Review Committee is a volunteer position without remuneration.
The Council Remuneration Review Committee will provide recommendations to Council with respect to the compensation of council for the next term of office.
The committee will convene for a term of approximately 6 months in the year prior to a general election to achieve the outcomes of the terms of reference.
